I have checked the use mail drop box and it is on. It does not work with any large attachment of even 30 mb. Does not work using icloud mail from a browser either. I am using Mojave. You don't need iCloud or iTunes installed for the download to work. It's possible there's an issue on apples side or the file uploaded. Try another browser like Firefox or I.E. just in case. And everything was fine after that. But message_size_limit default value was reasonably high. What is this parameter related to?.
